The substantial energy-efficiency retrofits and renewable energy technologies inherent in energy savings performance contract (ESPC) projects typically require a large initial capital investment and may have a relatively long payback period. Debt payments are tied to the energy cost savings guaranteed for the project, so the agency pays for the capital improvements of the ESPC project with the money saved by the project (i.e., the difference between pre-installation and post-installation energy use and other related costs). We as an Energy & Water services company, develop, design, build, and arrange financing for projects that save energy, reduce energy costs, save water, reduce water costs, and decrease operations and maintenance costs at our customers’ facilities. In general, we act as project developers for a comprehensive range of energy conservation measures (ECMs) and assume the technical and performance risks associated with a project.

Energy Efficiency

Our Investment Grade Audit (IGA) deserves special attention. The traditional energy audit does not sufficiently consider how implemented measures will behave over time. Our IGA builds on the conventional energy audit because auditors must consider the conditions under which measures will function during the life of the project. Unlike the traditional energy audit, which assumes that all conditions (related to e.g., system, payback, people) remain the same over time, IGA attempts to predict a building’s future energy use more accurately by adding the dimension of a ‘risk assessment component’ which evaluates conditions in a specific building and/or processes. Aspects of our IGA, include risk management, the “people” factor, measurement and verification, financing issues, report presentation guidelines, and master planning strategies. Our IGA therefore serves as a financial investment guide as to how the physical assets of an organization can be improved and their impacts for the life of the project(s).

Energy Performance Certification

Given the tendency to involve as many different types of professionals as possible, regulatory compliance can quickly change into a lengthy and expensive exercise. At WEBE, we strive to keep these associated costs as low as possible.

Who Must Comply?

  1. The building’s predominant occupancy class is one of the 4 listed on the left.
  2. The building is larger than 2000 square meters (if privately owned) or 1000 square meters (if owned by an organ of state).
  3. The building has not undergone major renovations in the last 2 years.
